Bengkulu, sentralnews.com– Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Bengkulu menggelar rapat Badan Anggaran (Banggar) bersama Tim Anggaran Pemerintah Daerah (TAPD).
Dalam rapat Banggar tersebut Pemerintah Provinsi Bengkulu mengusulkan agar Sisa Lebih Penggunaan Anggaran (Silpa) diperuntukkan membayar utang Pemprov Bengkulu. Namun, menurut anggota Banggar DPRD Provinsi, Edwar Samsi, total Silpa APBD Provinsi Bengkulu TA 2019 sebesar Rp 29,6 miliar dan yang bisa dimanfaatkan hanya sejumlah Rp 7,4 miliar. Sehingga tidak memungkinkan untuk membayar penuh utang Pemprov.
“Jadi, jika usulan Pemprov untuk Silpa tersebut dalam membayar utang tidak memungkinkan untuk dibayar penuh, lantaran utang Pemprov Bengkulu hampir Rp 170 M lebih,” kata Edwar, Selasa (21/7) di ruang rapat pimpinan DPRD Provinsi Bengkulu.
Lebih lanjut Edwar menuturkan, karena Rp 19 M Biaya Operasional Sekolah (BOS), sisanya untuk Badan Layanan Umum Daerah (BLUD) Rumah Sakit M. Yunus (RSMY) dan Rumah Sakit Khusus Jiwa (RSKJ). Jadi selain Rp 7,4 miliar itu, sama sekali tidak bisa dimanfaatkan atau dibagi pada realokasi atau kegiatan lain.
“Sedangkan untuk pemanfaatannya, tunggu saja usulan dari eksekutif, apakah nantinya untuk bayar utang, atau ada peruntukkan lainnya,” sambungnya.
Sementara itu, Gubernur Bengkulu Rohidin Mersyah diwakili Sekda Provinsi Bengkulu, Hamka Sabri menyampaikan jika untuk Silpa sesuai dengan hasil audit BPK RI dan bakal dimasukkan dalam APBD Perubahan tahun ini.
“Silpa anggaran tahun 2019 dimasukan pada APBD-P 2020 dan masih dibahas bersama dewan untuk kemana akan dialokasikan. Maka salah satunya pada APBD-P 2020 dibedayakan untuk membayar utang, Nantinya akan kita usulkan agar dibahas bersama Banggar lagi,” urai Hamka. (ADV)
