Way Kanan , Sentralnews.com- Bupati Way Kanan H. Raden Adipati Surya, SH,. MM. hadiri Rapat Paripurna Penyampaian Kebijakan Umum Perubahan Anggaran (KUPA) dan Prioritas Plafon Anggaran Sementara Perubahan (PPAS-P) Tahun Anggaran 2020 di Gedung DPRD Kabupaten Way Kanan, Rabu 19/08/2020.
Rapat paripurna diikuti Ketua dan para Wakil Ketua dan Anggota DPRD Way Kanan, Jajaran Forkopimda Forkopimda Ketua BNN, Ketua KPU, Kepala BPN, Kepala BPS, Kepala Lapas Syarpani, Sekda, para Asisten dan Staf Ahli Bupati, Sekwan, Inspektur, Kepala Badan, Kepala Dinas, Kepala Bagian, serta Camat, Kepala BUMN, BUMD se-Kabupaten Way Kanan.
Dalam sambutannya, Bupati Way Kanan H. Raden Adipati Surya menyapaikan bahwa KUPA-PPAS Tahun 2020 ini disusun berdasarkan prioritas pembangunan Kabupaten Way Kanan yaitu percepatan penanganan bidang kesehatan, dampak ekonomi dan penyediaan jaring pengaman sosial akibat pandemi COVID-19. Secara ringkas KUPA-PPAS APBD Tahun Anggaran 2020 dapat dijelaskan sebagai berikut :
1. Pendapatan Daerah
Secara total rencana pendapatan setelah Perubahan sebesar Rp.1,324 Triliun, mengalami penurunan sebesar Rp.121,126 Milyar atau 8,38 persen dari sebelum perubahan sebesar Rp.1,445 Triliun. Hal ini disebabkan karena adanya penyesuaian dana transfer pusat yang mengakibatkan berkurangnya pendapatan daerah.
2. Belanja
Secara umum belanja daerah pada Perubahan tahun 2020 sebesar Rp.1,308 Triliun, yaitu mengalami penurunan sebesar Rp.101,989 Milyar atau 7,23 persen dari sebelumnya sebesar Rp.1,410 Triliun. Alokasi Belanja terdiri dari Belanja Tidak Langsung sebesar Rp.889,314 Milyar atau mengalami kenaikan sebesar Rp.71,424 Milyar atau 8,73 persen dari sebelum perubahan sebesar Rp.817,889 Milyar.
Sedangkan Alokasi untuk Belanja Langsung direncanakan setelah perubahan sebesar Rp.419,666 Milyar atau mengalami penurunan sebesar Rp.173,414 Milyar atau 29,24 persen dari sebelum perubahan sebesar Rp.593.080 Milyar. Perubahan kebijakan ini dilakukan dengan cara refocusing dan realokasi belanja dalam rangka percepatan penanganan pandemi COVID-19.
3. Pembiayaan
Dari sisi penerimaan pembiayaan dianggarkan sebesar Rp.15.740 Milyar, sebelumnya diasumsikan sebesar Rp.18 Milyar sehingga terkoreksi sebesar Rp. 2,260 Milyar atau 12,56 persen. Penerimaan pembiayaan tersebut bersumber dari Sisa Lebih Perhitungan Anggaran Tahun Sebelumnya. Sedangkan dari sisi pengeluaran pembiayaan dianggarkan sebesar Rp.31,185 Milyar, yang dialokasikan untuk Penyertaan Modal Investasi Pemerintah sebesar Rp. 6,394 Milyar dan pembayaran pokok hutang sebesar Rp.24,790 Milyar.
Demikian yang dapat kami sampaikan, harapan kami KUPA dan PPAS Perubahan ini dapat dibahas dan selanjutnya dapat kita setujui bersama.
